Baltimore - University Breaks Ground on Nursing Building
Notre Dame of Maryland University recently broke ground on a $15 million, 36,500-square-foot facility for its schools of nursing and education.
The new building will include clinical simulation labs to support its full-time undergraduate nursing program, which began last year, as well as its graduate nursing and RN-to-BSN programs.?The facility is designed to meet requirements for LEED certification.
Funding for the academic building is supported by a $4 million matching grant from the state. A $90,000 grant from the Marion and Henry J. Knott Foundation and a $125,000 grant from the Middendorf Foundation will support the installation of the clinical simulation labs. The project is expected to support more than 200 construction jobs and inject more than $11 million of private funding into the economy.
The nursing facilities are scheduled to be completed in time for the 2014 academic year.

Palestinian authority aims to securitize $200 million of debt
KUWAIT (Reuters) - Palestinian authorities are aiming to securitize an initial $200 million of some $1.3 billion worth of government debt by the first quarter of 2013 to help reduce state borrowing from local banks, a top banker said on Sunday.
"The Ministry of Finance is much more ready for securitizing the old debt rather than creating new debt, because we are not even rated," Palestinian Monetary Authority Governor Jihad al-Wazir said ahead of a Monday meeting of Arab central bankers in Kuwait.
"This will be only to the primary market, only to the banks, not to the public and not to overseas public," he told reporters.
The Palestinian Monetary Authority (PMA), which oversees operations in both the West Bank - where the Palestinian Authority is based - and the Gaza Strip controlled by the Islamist group Hamas, will manage the securitization on behalf of the Finance Ministry.
"What is important about this is that it will transfer some of the existing debt that is direct borrowing from the government into securities which are tradable between the banks," Wazir said.
"It will add to stability, it will generate an interbank market and additionally as an incentive it will be used as daily collateral in our payment system."
The securitization would likely see the PMA convert a chunk of outstanding Palestinian debt into bonds or other tradeable securities that would then be sold to local banks, in order to cut its direct borrowing requirements.
The Palestinians, a stateless people, do not have their own currency and the Israeli shekel is used for most day-to-day cash transactions.
The PMA, which has reserves of $1 billion, regulates banks operating in the Palestinian territories, occupied by Israel in a 1967 war.
The government budget deficit was likely to be around $1.3 billion this year, up from a $950 million gap projected in the budget, Wazir also said, adding $1.36 billion was a red line for state borrowing from banks.

In September, the United Nations UNCTAD agency issued a gloomy outlook for the Palestinian economy, arguing that tougher Israeli policies and settlement expansion were pushing the occupied territories and Gaza deeper into poverty.
The situation had been aggravated in 2011 by a sharp drop in foreign aid, which for years provided a vital support, dimming any hope for an upswing even in the longer term, it said.
Wazir said the economy was doing "Ok" under the circumstances with inflation-adjusted gross domestic product seen growing around 5 percent this year, down from over 6 percent in 2011.

SAN FRANCISCO (Reuters) - The Obama administration has directed immigration officials to recognize same-sex partners as family members in deportation cases, House Minority Leader Nancy Pelosi said on Friday.
Homeland Security Secretary Janet Napolitano told Pelosi in a letter that she had ordered U.S. Immigration and Customs Enforcement to notify its field offices "that the interpretation of the phrase ?family relationships' includes long-term, same-sex partners."
Pelosi welcomed the federal recognition of gay and lesbian couples. At the same time, she called for more to be done to protect undocumented immigrants in long-term relationships with American citizens.
Napolitano's directive "will provide a measure of clarity and confidence to families dealing with separation in immigration cases," Pelosi said in a written statement. "Our nation is served when loving families are kept together."
But she added: "We need to ... relegate DOMA to the dustbin of history." The 1996 Defense of Marriage Act bars the federal government from extending federal benefits, such as Social Security, to married gay and lesbian couples.
DOMA restricts the Obama administration from outright ordering that gay and lesbian couples be treated the same as heterosexual couples.
Last year, Attorney General Eric Holder and President Barack Obama called DOMA unconstitutional and said they would no longer defend the measure in court. In response, the Republican-controlled U.S. House of Representatives stepped in to fund an effort to try to uphold the law.
The U.S. Supreme Court is expected to decide next month whether it will review a number of cases questioning the constitutionality of DOMA.
Meanwhile, married couples like Brian Willingham, 38, and Alfonso Garcia, 35, of Orinda, California, have been fighting for the right to be considered related in the eyes of immigration authorities. After a traffic stop, officials began deportation proceedings against Garcia, who came to the United States from Mexico when he was 14.
"We're definitely happy that the Obama administration took this good first step," Willingham told Reuters Friday. "But it's just a Band-Aid. It helps us because we are faced with deportation. But it leaves thousands of couples in exile."
Immigration officials last year said they would consider same-sex partnerships as family relations in deciding whether to deport undocumented immigrants.
But 83 members of Congress led by Pelosi and Jerrold Nadler of New York criticized the government for unevenly applying the directive, and they pressed for written guidelines.
"This is a huge step forward," said Rachel B. Tiven, executive director of Immigration Equality, a national gay-rights group. "Until now, LGBT families and their lawyers had nothing to rely on but an oral promise. The administration's written guidance will help families facing separation and the field officers who are reviewing their cases."

G4S backs CEO over Olympic fiasco
LONDON (Reuters) - G4S stood by its chief executive Nick Buckles but said two other senior executives would go following its probe into an embarrassing Olympic contract blunder.
G4S admitted just two weeks before the London Olympics that it could not provide a promised 10,400 guards, forcing troops to step in and make up the shortfall in a contract failure that threatens the security firm's commercial relationship with the British government.
But in its review the firm said it did not uncover any "significant shortcomings" in the CEO's handling of the contract and company chairman John Connolly defended Buckles, who has been with the company for 27 years.
"He has tremendous loyalty to him from within the company and he has tremendously loyalty from within the shareholder base and those are characteristics that get earned over a long period," Connolly said in an interview with Reuters.
Buckles became the public face of the Olympic failure, taking to television and radio airwaves to apologise to the British public and twice being hauled in front of a Parliamentary Committee to explain what had happened.
His continued presence could make it more awkward for the British government, a key client of G4S, to hand the company sensitive outsourcing contracts.
Government deals account for over half of G4S's 1.8 billion pounds British revenue. The group, which operates in over 125 countries, is expected to achieve total revenue of 8 billion pounds this year.
"Our hope is that we will be looked at in the round, based on all of our credentials and not an over emphasis on the one contract that didn't go well, albeit an extremely important one," Connolly said.
HEADS ROLL
There had been speculation Buckles would fall on his sword in an attempt to shore up the firm's damaged reputation but instead chief operating officer David Taylor-Smith and global events director Ian Horseman Sewell resigned.
"Whilst the CEO has ultimate responsibility for the company's performance, the review did not identify significant shortcomings in his performance or serious failings attributable to him in connection with the Olympic contract," G4S said.
Buckles has presided over a 76 percent rise in his company's share price since being elevated to the CEO role in 2005, and now needs to persuade the government that G4S can be trusted with upcoming contracts managing British prisons and police outsourcing deals.
"Are we surprised that Buckles hasn't gone? Frankly yes. Does it draw a line under the whole affair? I don't think it does," said Seymour Pierce analyst Kevin Lapwood.
Last week, a parliamentary committee rapped G4S on the knuckles over the contract shambles.
"It's not closure. They must waive their fee and pay compensation," tweeted Keith Vaz, who chairs the Home Affairs Committee, on Friday.
The Home Affairs Committee has called for G4S to waive its 57 million pounds management fee for the contract, while the company reiterated on Friday that it expected to make a 50 million pound loss on the contract.
Taylor-Smith was responsible for ensuring the Olympics contract was delivered on budget and on time, while Sewell was the account director who told Reuters just before the Games that the company could have delivered two events of that scale at the same time.
The company was capable of fulfilling the contract, the review found, but did not sufficiently allow for the scale and complexity of the task. It did not track its workforce effectively and failed to realise the problem until too late.
G4S said it would carry out more vigorous risk assessment in future, with greater board oversight of large contracts.
It also tasked Kim Challis with repairing relations with the government, creating a new role of CEO for UK government opportunities and outsourcing.
The group is the second largest private sector employer in the world, running operations from immigration and border control to guarding ships from pirates and cash transportation.

MORGANTOWN, W.Va. (AP) ? No. 9 West Virginia and the Big 12, perfect together.
Geno Smith and the fast-moving, high-scoring Mountaineers proved they fit right in with their new conference, outracing No. 25 Baylor 70-63 on Saturday in the Big 12's highest-scoring game ever.
Smith tied a conference mark with eight touchdown passes and narrowly missed another one with 656 yards passing.
"It did feel like one of those classic Texas shootouts," said Smith, whose school moved over from the Big East this season. "That's kind of what the Big 12 is about."
Smith outdueled Baylor's Nick Florence, who broke Heisman Trophy-winning predecessor Robert Griffin III's school record with 581 yards. Florence threw for five TDs.
School, conference and FBS marks all got rewritten in this one.
The game also set a new record for the most points scored in a game involving a team ranked in The Associated Press poll. The previous mark of 124 was set in No. 12 Oklahoma's 82-42 win over Colorado in 1980.
How wild was it? Smith, the early Heisman front-runner, had more TD passes than incompletions (six). He finished 45 of 51 and still doesn't have an interception this season.
"Can you please tell me how you can improve on that?" West Virginia coach Dana Holgorsen said.
Maybe not on offense, but both defenses have plenty of work to do.
West Virginia amassed a school-record 807 yards and the teams combined for 1,507 yards of offense and 67 first downs. Six receivers had at least 100 yards receiving.
The Bears' Terrance Williams set a Big 12 record with 314 yards receiving. The old mark was set minutes earlier by West Virginia's Stedman Bailey, who had 303 yards and a school-record five TDs.
Williams' 8-yard scoring catch brought Baylor (3-1) within 70-63 with 3:08 left.
But Dustin Garrison ran for 17 yards on third down and the Mountaineers ran out the clock to snap Baylor's nine-game winning streak, the second-longest in the nation.
"We expect to score that many points a game," Florence said. "But the goal is to score more than our opponent and we came up a little short today."
The combined 19 touchdowns tied an FBS mark, last reached when Navy beat North Texas 74-62 in 2007. That matchup set the FBS record for most points in a regulation game at 136.
Baylor, meanwhile, tied an FBS mark for the most points scored by a losing team.
Among the other records, Smith set school single-game marks for completions, yards and touchdown passes.
Bailey and Tavon Austin became the first FBS teammates with 200 yards receiving since 2007.
Going back to the Orange Bowl, West Virginia has scored 10 touchdowns three times in its last five games.
"Statistically, it's my best game ever," Smith said. "But I think it's more about the team, and I think it just lets us know that we're going to have to battle it out every week against some really tough teams in the Big 12.
"I could care less about a Heisman Trophy. The big thing for us what that we won the game today. We're on a mission, and we want to win them all."
West Virginia went ahead for good early in the third quarter, but Baylor almost always had an answer.
Austin made long touchdown grabs three minutes apart while Baylor punted and missed a long field goal. Smith stayed in a groove, throwing three passes of 45 yards or more in the third quarter alone. His 47-yarder to Bailey set up Andrew Buie's second short TD run for a 56-35 lead.
The way this game was going, though, no cushion was safe.
Williams caught a 37-yard scoring pass from Florence and, after Baylor's defense forced a rare punt, Florence's sneak brought the Bears within 56-49, and there was still 14:14 left.
But Bailey scored on TD grabs of 87 and 39 yards after that.
"We fought hard," said Baylor coach Art Briles. "But we didn't respond well enough to win the game."
Holgorsen talked at length about how impatient he got watching Maryland's offense run the clock down before each snap last week.
There was no chance of a slowdown from Baylor.
The teams scored on 10 of their final 13 possessions of the first half. Seven of those drives lasted under two minutes.
Smith, whose passing yardage total was 5 yards shy of the Big 12 mark, completed a school-record 14 straight passes at one point. After a dropped pass, Smith completed 12 more in a row.
Smith's fourth TD pass came with 29 seconds left until halftime, but that was more than enough time for Florence. On second down he threw down the left sideline to Lanear Sampson, who juked two defenders and went 67 yards untouched to tie the score at 35-35.
The Mountaineers now must hope they can generate points on the road when they head to No. 12 Texas and Texas Tech over the next two weeks.
"Not every Big 12 game is like this," Holgorsen said.

Scott Brown Worked as a Real Estate Attorney For Notorious ...
I agree with Matt Latimer that the Massachusetts Senate race has taken an ugly turn into sideshow. Scott Brown, concerned about the prospect of losing, threw the kitchen sink at Elizabeth Warren in the first debate, and ever since then, the race has been dominated by anecdote, trivia and out-of-context finger-pointing.
So I don?t want to contribute to that. But as long as we?re talking about prior work histories among these candidates, Scott Brown made an interesting disclosure to reporters the other day. He casually mentioned that he, in fact, was a real estate attorney, who ran a small practice out of his home. He apparently was the guy who came to your house to do a real estate closing, a cog in the mortgage wheel. And he did this for the past nine years, encompassing all of the major years of the housing bubble.
According to Brown, he worked with small community banks and small mortgage companies in his part of Massachusetts, and as a title agent for two companies in particular: Fidelity National and First American. Now that?s a notable disclosure. As Adam Levitin points out, Fidelity National is the former parent company of LPS, one of the worst offenders in the foreclosure fraud industry. Fidelity National split with LPS very quickly once their worst abuses came to light.
As I?m sure you can gather from my reports here, LPS was a middleman in this game, providing faulty documents ? often off a prescribed menu, where you pay $100 for a mortgage assignment, or $150 for a full loan file ? through its subsidiary DocX. This company facilitated forgeries and mass false documents, which we know through Lynn Szymoniak?s work. The Linda Green phenomenon came right out of LPS and DocX. This is where robo-signing lived.
LPS has friends in high places ? members of Florida?s Attorney General?s office left to work with LPS even as the company was under investigation by the same office ? but they still operate under a consent order by the Federal Reserve for multiple violations of law. LPS was sued by the state of Nevada for document fraud (Nevada criminally indicted two LPS employees in the case), and also by the state of Missouri in a criminal case that was later settled. One of the whistleblowers against LPS, who was vital to the Nevada case, mysteriously turned up dead.
This is a terrible company for a US Senator to be involved with. All Brown has said is that he did ?title work? for Fidelity National, so we don?t know much more. But Levitin asks some pertinent questions.
Who were those ?mortgage companies? that he worked for? It?s nice that Brown named a bunch of local banks, but I wonder what lies under the ?mortgage company? label? What did Scott Brown understand about the mortgage market he was facilitating? Did he recognize that there was a bubble? (He was a town property assessor at one point, so one would think he?d notice this sort of thing.) If not, what does that say? And if so, what does that say? How many predatory loans did Scott Brown facilitate? How many of the loans where he handled the closing resulted in foreclosure? What would he say to those families that lost their homes to predatory loans?
I suspect that Brown?s reply to these questions would be ?Aw shucks, I?m just a guy with a pickup truck with 238,000 miles on it who was helping people out by doing the paperwork on their real estate closings.? That?s not good enough. Either Brown was so inept that he didn?t see that the loans he was closing were becoming untenable or Brown saw the problem and didn?t do anything. As long as the music?s playing, the guy?s gotta earn a living, right?
I actually think this is more of an issue about Brown?s actions during the financial reform bill. He held out in the bill, getting a bank fee removed that would have paid for much of the regulatory measures, and weakening the Volcker rule to allow more proprietary trading among big financial institutions. So Brown was a cog in the great finance wheel when doing these closings and ?title work,? and also when a US Senator trying to enable as much profit-earning risk in the big financial institutions as possible. A useful cog.
Levitin certainly has a professional relationship with Warren, but he?s merely teasing out Brown?s relationship as a keep-your-head-down facilitator of bad mortgages, in association with one of the biggest malefactors in the entire foreclosure fraud industry. I don?t think Brown ?knew? anything about what was going on, necessarily, but there is something to be said about the company you keep.

TSA pays mom $3.99 for seized peanut butter

When Stephanie Lambert packed peanut butter and jelly to keep her two small children happy on a cross-country flight in June, she didn't mean to pick a fight with the Transportation Security Administration. But after a long security line argument, and the confiscation of the peanut butter (but not the jelly), she felt she had no choice.??

Then, after churning through the four-page ?SF-95 Tort Claim Package forms,? she got something else she never expected: a $3.99 refund from the U.S. Treasury Department.
Lambert was traveling with her husband, a 6-month-old and a 2-year-old on an ungodly early flight in June, and arrived at the airport about 5 a.m. She was flying from Los Angeles to Pittsburgh, and she needed the usual bag of distractions and food to keep her kids -- and other passengers -- sane during the trip. But, she says, her efforts to ensure a smooth flight were foiled when a TSA agent with a bad attitude singled out her family for additional screening. After the usual pat-downs and questions, discussion centered on the jar of peanut butter.?
"He just really fixated on the peanut butter and a jar of apple sauce I had," she said.? "I keep saying, 'It's not a liquid; it's pureed apples,' but we go went around and around.? He also screened my husband multiple times. I asked to speak to the terminal manager, but he never arrived. ... We were there 30 minutes."
Eventually, the screener let the apple sauce (and the jelly) go, but he drew the line on the peanut butter.
"I said, ?Fine.? I left the peanut butter, but I took down names," she said. "The screener was asking for my all my details, so I figured I'd ask for his."
When the family arrived in Pittsburgh, Lambert asked a TSA screener on her way out about peanut butter -- Was it considered a liquid or not? -- and got a vague answer. So when she got home, she turned to the Internet and the found the SF-95 Tort Claim Package forms. Generally, they're filled out by fliers who think the TSA lost something valuable while screening bags, such as laptop computers. But Lambert was after satisfaction, and she didn't see why she couldn't make a claim for the cost of her seized peanut butter.
"At the airport, my husband kept saying, 'Would you just let go of the peanut butter? We're going to miss the plane.' But these things really fire me up," Lambert said. "So when I said, 'Honey, I'm going to file a claim,' he wasn't surprised."
Lambert is a rare consumer who was in a perfect position to file such a claim. For starters, she had the original receipt from Whole Foods showing the price she paid for the spread.?
Who keeps receipts for peanut butter?? Lambert explained that she started her family during the recession, and from the start has carefully watched her money. She saves receipts from every purchase, enters everything into a spreadsheet and tracks every expense. She also has a binder, where she records refunds, returns, rebates and any other correspondence that involves money.
"I fill out forms and keep track of them all the time, so this was easy for me," she said. "I'm responsible for the family finances. If it takes me months, it takes me months. I'm very firm when companies owe me money."
She had another motivation behind her ferocity regarding the confiscated peanut butter, however.
"When they first put in the liquid (security) rules on flights, a screening agent took a $7 lip gloss I had just purchased. Then, the very next day, they changed the rules and lip gloss was allowed. I was furious," she said. "I remember the TSA agent actually took a basketball shot with my lip gloss into the trash bins as I went through security. I'm still mad about that, and I was thinking, 'This is not happening again.'"
On her complaint form, Lambert said TSA agents unnecessarily screened her husband twice, and removed everything from her carry-on bags during the 30-minute ordeal.
"At the time I was carrying my 6-month-old and trying to keep my 2-year-old calm," she wrote. "(The agent's) behavior was completely unwarranted."
She submitted the claim on June 19.? To her surprise, she received a letter dated Aug. 24 from TSA that read: "Your claim against the United States in the amount of $3.99 has been granted in full." On Sept. 14, the "refund" was electronically deposited into her bank account.
Naturally, Lambert wasn't really after the money. She says she was trying to make a point.
"I think people really do need to fight for themselves," she said. "In this case, the peanut butter was important to me. I was thinking, 'Hey, I need that. If I have a crisis with a child on a five-hour flight this peanut butter may help me.? I wasn?t hopping to Phoenix, I was flying across country and there?s no food on the flight for children."
As it turns out, the TSA website does list peanut butter as a banned liquid/gel, if carried onto a plane in containers exceeding 3.4 ounces. Jellies, jams and "creamy dips and spreads" are also banned in bigger portions. There are some exceptions for mothers traveling with infants, however, involving breast milk, juice, baby food and other liquids and gels, which muddies the discussion considerably.
Part of the problem, Lambert says, is that the rules seem to vary from airport to airport, and even from agent to agent.
"I think it depends on how well the information goes down the chain," she said.?
Lambert said she spoke via telephone with a TSA representative as she was filling out her tort claim and thought the agent was very pleasant and competent. The agent even promised to review security tape to see if the incident required follow up. That conversation, and her refund, actually leaves her with more good than bad feelings about the TSA. The problem, she said, is that most of the trouble for passengers occurs on the front lines, in the chaos of someone rushing to make a flight with agents who sometimes are too eager to exert their power.
TSA spokesman David A. Castelveter told NBC News that peanut butter jars in excess of 3.4 ounces are generally not permissable as carry-on items, but that screeners can exercise "common-sense discretion." Exceptions generally involve medical needs, he said.?
He also pointed to a press release about TSA agents in Los Angeles who stopped suspects allegedly trying to sneak marijuana onto an airplane?in a modified jar of peanut butter last year.
The agency has no readily available statistics on tort claims, Castelveter said, but added that Lambert's peanut butter refund claim was "the first time I'd ever heard of something like that."
The Los Angeles Times investigated tort claims against TSA last year, and found that 1,702 claims were made against the agency by passengers traveling through Los Angeles International Airport from 2007 through 2010.? Most claims involved items that were damaged or disappeared from checked baggage. The average damage claim was $1,437, but most were denied.? Roughly 13 percent of those who claimed the loss of a laptop computer were granted relief, but less than 1 percent of those saying they lost or damaged digital camera were reimbursed.
RED TAPE WRESTLING TIPS
One key to having successful dialogs with TSA agents at checkpoints is time; passengers rushing to make a flight have no time to make their case. In Lambert's situation, she had time to put up a fight because, ironically, her husband is a frequent traveler and the family qualified for express screening.??

Note that if the TSA denies a claim, it can only be appealed by filing a lawsuit in federal court. By law, small claims courts have no jurisdiction over TSA cases.

COLORADO SPRINGS, Colo. - At a rally Wednesday evening here in the Rocky Mountain State, Republican vice presidential nominee Paul Ryan sharpened his criticism of President Obama's leadership as commander-in-chief, telling this military-friendly crowd that the president's policies "project weakness abroad."
Obama proposals to cut defense spending, Ryan said, would scale back missile defense and directly cost Colorado almost 18,000 jobs.
"Of all the things that Mitt Romney and I differ, disagree with President Obama - we need a strong military!" Ryan said. "We believe in peace through strength. We believe that when America's military is strong, America is safer.
"These defense cuts that he is promising, these devastating defense cuts that he is promising not only undermine our peace, not only undermine our security, they compromise jobs right here," he said. "These devastating defense cuts will cut things like our missile defense. And you know what? It probably should come as no surprise, because when Barack Obama was running for office he said that he didn't believe in missile defense."
This goes back to Bob Woodward's recent book, "The Price of Politics," which explained that the $1.2 trillion sequester element of the deal to increase the debt limit in August 2011 was the White House's idea. Although members of both parties ultimately voted for the Budget Control Act, Republicans blame the president for coming up with it.
House Republicans voted twice to replace the defense sequester, while the Democratic Senate has not.
Ryan then recounted a candid moment President Obama shared with former Russian President Dmitry Medvedev during an open-mic moment at a summit in South Korea last March.
"This is my last election. After my election, I have more flexibility," Obama told Medvedev at the time.
That plea for space didn't sit well with Ryan.
"He was talking to the Russian president when he thought no one was listening. He said he needed more flexibility for after the election," Ryan said as the crowd booed. "Mitt Romney and I want to be very clear with you. We value and respect your mission here and we believe in and support missile defense and missile defense is necessary to keep us safe and we will not allow that to go through."
"Please know that when we gut our military as the president is proposing - when we equivocate on speaking up for our values overseas, our freedom, freedom of religion, freedom of speech, freedom for women and women's rights and individual rights - when we do this, we project weakness abroad," he said. "And when we project weakness abroad, our enemies are more willing to test us, they are more brazen and our allies are less willing to trust us and that will not happen under a Mitt Romney administration because we believe in peace through strength."

MANILA, Philippines - The Department of Science and Technology's Information and Communications Technology Office (ICTO) on Friday appealed to hacktivists to stop attacking government websites as it admitted that there is a need to upgrade the state's internet security system.
?We understand the concerns of the public and our netizens on several controversial provisions of RA (Republic Act) 10175 (Cybercrime Prevention Act of 2012). However there are proper avenues for expressing their indignation rather than committing cybercrime to protest a bill that aims to prevent cybercrime,? ICTO Executive Director Louis Casambre said in a statement.?
A group of hacktivists called Anonymous Philippines has been attacking government websites in protest against the new cybercrime law.
The latest victim of the group was the Intellectual Property Office of the Philippines' website. The website was also defaced by the hacktivists' message against the new cybercrime law, but it was immediately restored.
Casambre said that the latest attacks expose the existing vulnerabilities of government websites and underscores the need for a "national cybersecurity plan."
As the ICTO has yet to come up with the plan, it renewed its directive to government system administrators to review their existing internet security measures.
"In the meantime, we would like to request our government systems administrators to review their own policies and utilize industry best practices when it comes to cybersecurity,? Casambre said.
IRR to balance new law
ICTO has been designated as head of the Cybercrime Investigation and Coordinating Center, the main body in charge of inter-agency coordination, monitoring, policy formulation and enforcement of the Cybercrime Prevention Act as well as the development of a national cybersecurity plan.
Along with the Department of Justice (DOJ) and the Department of the Interior and Local Government (DILG), the ICTO is also tasked with the formulation of the bill?s implementing rules and regulations (IRR).
Casambre said that they will address at least some of the controversial measures in the development of the IRR. He said they are planning to hold multi-sectoral consultations with various stakeholders to ensure that a balance is struck between protecting individual rights, freedom of expression, and national security in the rules.
Casambre insisted that the country needs a new cybercrime law.
He said that before the passage of the cybercrime bill into law, the ICTO had limited legal tools to address cybercrimes such as identity theft, computer fraud, and hacking. What we also need is a balanced legal regime which addresses both the potentials and perils of the Internet, and the rights of all stakeholders.
"In addressing cybersecurity challenges, our legislators have finally passed a law after a difficult process spanning several Congresses. For us in the executive, we now need to ensure that the IRR will help balance perceived shortcomings while having an implementation framework that is both legally grounded and technically sound. In achieving this balance, we also do respect the rights of netizens and other stakeholders to seek clarifications with the courts on some of the bill?s more controversial provisions,? Casambre said.

NASA's Curiosity rover has found definitive proof that water once ran across the surface of Mars, the agency announced today. NASA scientists say new photos from the rover show rocks that were smoothed and rounded by water. The rocks are in a large canyon and nearby channels that were cut by flowing water, making up an alluvial fan.
"You had water transporting these gravels to the downslope of the fan," NASA researchers say. The gravel then formed into a conglomerate rock, which was in turn likely covered before being exposed again.
The agency's scientists presented their findings of the former streambed on Mars at a news conference today.
"A River Ran Through It," Curiosity's operators tweeted Thursday. "I found evidence of an ancient streambed on Mars, similar to some on Earth."
"From the size of gravels it carried, we can interpret the water was moving about 3 feet per second," said Curiosity science co-investigator William Dietrich, "with a depth somewhere between ankle and hip deep."
The rocks have not undergone scientific analysis. But the NASA team says that taken with geographic data from Mars orbiters, the photographs tell a story all their own.
?The images show rocks with round, smooth surfaces; many of them have been broken down into sizes smaller than one inch in diameter.
"The shapes tell you they were transported and the sizes tell you they couldn't be transported by wind," co-investigator Rebecca Williams said. "They were transported by water flow."
"There is earlier evidence for the presence of water on Mars," the agency said in a press release, "but this evidence ? images of rocks containing ancient streambed gravels ? is the first of its kind."
NASA's team has named the rock outcrop that reveals the former streambed "Hottah," after Canada's Hottah Lake.
Scientists have not yet estimated the age of the rocks, which may have been buried beneath the surface. Their age could be several billion years.
The next step will be to find a good spot to drill into the rock, NASA says. And they'll be looking for possible carbon deposits to determine whether the water on Mars once supported life.
The photographs released Thursday are among more than 13,000 raw images Curiosity has captured. The rover took the photos during its mission to Mars' Gale Crater. The rocks in question lie between the crater's north rim and Mount Sharp, a mountain inside the crater.

California man behind anti-Islam film arrested
LOS ANGELES (AP) ? The California man behind a crudely produced anti-Islamic video posted to YouTube that has inflamed parts of the Middle East was arrested for violating terms of his probation, authorities said Thursday.
Nakoula Basseley Nakoula, 55, was convicted in 2010 for federal check and sentenced to 21 months in prison. Under terms of his probation, he was not allowed to use computers or the Internet for five years without approval from his probation officer.
Nakoula was arrested after federal probation officials determined he violated the terms of his supervised release, said Thomas Mrozek U.S. Attorney's spokesman in Los Angeles.
A U.S. District Court hearing was scheduled for Nakoula on Thursday afternoon. It was closed to media and the public.
Protests have erupted around the Middle East over a 14-minute trailer for "Innocence of Muslims," which depicts Muhammad as a womanizer, religious fraud and child molester. Though the trailer was posted to YouTube in July, the violence didn't break out until Sept. 11 and has spread since, killing dozens.
Nakoula, a Christian originally from Egypt, went into hiding after he was identified as the man behind the trailer.
The full story about Nakoula and the video still isn't known.
The movie was made last year by a man who called himself Sam Bacile. After the violence erupted, a man who identified himself as Bacile called media outlets including The Associated Press, took credit for the film and said it was meant to portray the truth about Muhammad and Islam, which he called a cancer.
The next day, the AP determined there was no Bacile and linked the identity to Nakoula, a former gas station owner with a drug conviction and a history of using aliases. Federal authorities later confirmed there was no Bacile and that Nakoula was behind the movie.
Before going into hiding, Nakoula acknowledged to the AP he was involved with the film, but said he only worked on logistics and management.
A film permit listed Media for Christ, a Los Angeles-area charity run by other Egyptian Christians, as the production company. Most of the film was made at the charity's headquarters. Steve Klein, an insurance agent in Hemet and outspoken Muslim critic, has said he was a consultant and promoter for the film.
The trailer still can be found on YouTube. The Obama administration asked Google, YouTube's parent, to take down the video but the company has refused, saying it did not violate its content standards.
Meantime, a number of actors and workers on the film have come forward to say they were duped. They say they were hired for a film titled "Desert Warrior" and there was no mention of Islam or Muhammad in the script. Those references were dubbed in after filming was completed.
Actress Cindy Lee Garcia has sued to get the trailer taken down, saying she was duped.

ConAgra, producer of such products as Slim Jim beef jerky and Hebrew National hot dogs, announced that by 2017 it expects all of its suppliers to produce action plans aimed at eliminating gestation crates for sows. Such cages measure about two feet by seven feet ? too small for the sows to turn around. The company is also demanding suppliers create systems within their operations that allow the humane origins of their pork to be traceable. ConAgra described the phase-out may as likely being a long-term process that could take ?up to 10 years.?
In order to determine a timeline for eliminating gestation crates, Dunkin? Donuts has announced it will now require its US pork suppliers to outline their plans to achieve this goal. A statement by the company does not detail by what time Dunkin? aims to achieve this.
Dunkin? Donuts? commitment to cage-free eggs begins with the company pledging to acquire 5 percent of its eggs from cage-free sources by the end of 2013. A statement released by the company does not commit Dunkin? to any further reductions in battery-farmed eggs at this time. The Humane Society of the United States has welcomed the doughnut chain?s move.
The moves follow similar announcements by food industry giants Kraft, Burger King and McDonalds.
In February, McDonalds announced that it was demanding that all of its US pork suppliers supply it with plans to phase out the use of sow gestation stalls by May this year. Two months later, Rival fast-food chain Burger King pledged to transition its US supply chain to 100 percent cage-free eggs by 2017, and only purchase pork from suppliers that can demonstrate documented plans to end their use of gestation crates for breeding pigs.
In July, Kraft Foods said it would eliminate gestation crates from Oscar Mayer?s pork supply chain by 2022. The Humane Society of the United States described the new policy?s phase-in period as ?lengthy,? but said that it applauds?Kraft Foods? decision to help improve conditions for its pigs.
