Who?s Responsible for Meeting the Cyber Threat?

Recently an old colleague, Dr Andrew Rogoyski, came to lecture to our MSc students on how government deals with cyber security. Dr Rogoyski has studied the interactions between government and industry and his talk led to a key question for which there was a surprising range of views. The question? When and how should government get involved in cyber security?

The UK has the most Internet-centric economy in the G20 group of industrialised nations according to research by the Boston Consulting Group released in March 2012. It estimates that the UK?s internet economy was worth ?121bn in 2010, more than ?2,000 per person. Couple this with the knowledge that approximately 20 threats per second are discovered on the Internet, and it?s not surprising that UK government lists cyber security as a ?Tier 1 Threat?, alongside terrorism. However, recognising the threat is slightly different from actually doing something about it.

Governments now recognise that there is a strong economic advantage in having a secure digital infrastructure. In order to attract businesses to your economy increasingly you need to demonstrate that your country is a safe place to conduct Internet-based business. Booz-Allen reports on this aspect of a countries with its cyber hub index.

Interestingly the UK and the US are seen as the safest places for Internet based business. This has resulted in several large corporations quietly reversing the recent trend to relocate business to the developing world to reduce costs. Ensuring security has become as important, if not more important, a business driver for governments as cost. When a country loses its AAA credit score for a ratings agency, it makes headlines. I predict it will not be long before similar importance is attached to measures such as the Booz Allen cyber hub index.

But in order to ensure a safe environment, where does government responsibility end and business responsibility begin? In November 2011, the UK government hosted the first intra-governmental conference on the cyber threat, at which time they issued a revised cyber-security strategy. As well as discussing the usual topics of the threat from cybercrime, espionage and warfare, the conference saw the debate begin at governmental level as to where responsibility lies for protecting key assets on the Internet. When the national interest is threatened, responsibility for protection lies primarily with the state, but many governments are powerless in the case of the cyber threat, for a variety of reasons.

A significant difficulty in protecting critical national assets is that the Internet is primarily run by private companies or non-governmental organisations. That?s true even in the case of? critical national infrastructure such as utilities, which are vulnerable to attack via the Internet. Most of the infrastructure and services that underpin national digital infrastructures are run by private companies such as HP, Fujitsu, IBM, Verizon, BT and others. Even the key technologies employed to sit on top of the infrastructure are developed by private companies ranging from Google, to Microsoft, to Apple plus a raft of much smaller start-ups, some of whom you will never have heard. The level of investment produced by these companies dwarfs those made by governments.

For example, the UK?s National Cyber Security Programme is making available a total of GBP650 million (USD1.01 billion) over four years. This money is intended to be part of a programme whereby government works with businesses, as well as protecting governmental assets. But this money is lost when you think, for example, of cyber security company Symantec spending USD862 million in 2011 alone on research and development. Similarly, Microsoft spent USD8.7 billion in 2010 and Google USD3.7 billion. The disparity between individual government spend, and that they are used to procuring systems over many years rather than at the speed at which Internet technologies change, means that governments find it very difficult to engage with private businesses.

So what have governments done in response to this situation? Well, they have acted in remarkably different ways.

For example, you might imagine the all-out attack on Estonia in 2007 would have led to an aggressive response. Instead it led to the formation of the Co-operative Cyber Defence Centre of Excellence (CCD COE). The purpose of CCD COE is to understand the cyber threat as it develops and thence to prevent those attacks. This is an approach which has received the full backing of NATO. Meanwhile, the EU has created the European Network and Information Security Agency (ENISA) to act as a hub for the exchange of information, best practices and knowledge in the field of information security.

Other governments have adopted a more militaristic approach. In May 2010, the United States Cyber Command, part of the US Strategic Command, became operational. Cyber Command is not just there for the operations and defence of specified Department of Defense information networks but also to carry out ?full spectrum military cyberspace operations?. Similarly, Israeli Prime Minister Binyamin Netanyahu announced in May 2011 that the country would set up a cyber-defence task force to defend Israel?s vital infrastructure from cyber-attacks.

Regardless of style of approach one common theme has emerged: the key to effective defence against the rapidly evolving threat is shared intelligence. The studies conducted by Dr Rogoyski showed that what business wants most from government is Information Sharing and Awareness Raising. And, intelligence is one thing that governments do have.

They are now looking for ways of sharing sensitive information, that they might otherwise be unhappy to share as it might reveal the source of the information, with those who are directly affected by it. In the US in 2011, the Department of Defense launched a new pilot programme, the Defense Industrial Base Cyber-Pilot, in which it shares classified threat intelligence with around 20 defence contractors or their commercial internet service providers. Although the initial scope of Defense Industrial Cyber-Pilot was to help protect government network, it doesn?t take a great leap of imagination to see how this can become a two way process, especially in areas such as power, transportation and energy. The success of this scheme resulted in it being extended in September 2011 to include more private organisation. It has, however, highlighted in the public consciousness that the military are involved in protecting the Internet, and the debate continues as to whether it should be the Department for Homeland Security of the DoD that has such a responsibility. Either way, the positive aspect is that it is happening.

In the UK, the private sector is not necessarily waiting for government direction. For example, a financial services virtual task force has been formed by several large banks. This task force co-operates with the Metropolitan Police and exchanges information on threats and attacks as rapidly as possible. This has proved to be a very effective approach and has led to a number of successful prosecutions. Another information exchange is being set up by Intellect and ADS, UK hi-tech trade associations.

The emergence in 2011 of the infamous Stuxnet virus has highlighted how vulnerable critical national infrastructure is, and this has given a jolt to all those thinking about Internet security from a governmental perspective. Even if it were just a commercial issue, cyber security (and certainly the perception of it) can dramatically affect a nation?s fortune in the modern world. The fact that someone can potentially turn off the water, lights and stop the trains makes people think quite differently about what is a ?stable? country, and will certainly influence anyone trying to decide whether to base their business in a country.

However, it is clear that unlike many historical threats to national wellbeing, this threat can only be checked by the closest collaboration possible between government and business. Business must be focussed on ensuring that this happens, and government must be more willing to share what it knows than it has been previously.

With news only this week that the Duqu virus (evil son of Stuxnet) has been found in the wild in a new variant, we can see that the threats are becoming more advanced and more persistent, and perhaps most worry of all, more targeted. Governments and business have a relatively small window in time to put in place the necessary mechanisms to share information such that it can be acted upon quickly enough to prevent damage. For those countries that don?t do this, they will rapidly realise that whilst in the past people ?voted with their feet?, these days people ?vote with their mouse? and it takes a lot less time lose trust in the Internet age than ever it did before.

US consumer spending up 0.8 pct., but income lags

(AP) ? U.S. consumers boosted their spending in February by the most in seven months. But Americans' income barely grew, and the saving rate fell to its lowest point in more than two years.

The Commerce Department said Friday that consumer spending rose 0.8 percent last month. Income grew 0.2 percent, matching January's weak increase. And when taking inflation into account, income after taxes fell for a second straight month.

Still, consumers are spending more after the best three-month hiring stretch in two years. Paul Dales, an economist at Capital Economics, suggested that estimated annual growth for the economy in the current January-March quarter may be revised up ? to around 2.5 percent, compared with earlier estimates of about 2 percent.

Dales cautioned, though, that at some point, consumers won't be able to draw further on their savings. Further job gains are needed to boost consumers' income.

Some of the higher spending last month reflected surging gas prices. But consumers spent more on other goods and services, too. After excluding inflation, which was due mainly to gas prices, spending rose a solid 0.5 percent.

The saving rate dropped to 3.7 percent of after-tax income in February. That was the lowest level since August 2009. The saving rate had been 4.3 percent in January. It had averaged 4.7 percent for all of last year.

The economy has added an average of 245,000 jobs a month from December through February. That's lowered the unemployment rate to 8.3 percent, the lowest in three years. Most economists expect a similar number of net jobs added in March.

Still, more robust hiring has yet to lift growth. Economists predict growth slowed in the January-March quarter to an annual rate of 2 percent or less, down from 3 percent in the October-December quarter. Consumer spending drives 70 percent of economic activity.

Most economists expect growth to rebound later this year as further hiring lifts the economy. And there are indications that a pickup in spending may already be under way.

Americans stepped up spending on retail goods in February, the government said earlier in the month. Consumers bought more autos, clothes and appliances. They also paid higher prices for gas.

On Thursday, the national average price for a gallon of gas was $3.92, according to AAA. In 11 states, the price is more than $4 per gallon.

Higher gas prices could eventually slow growth by causing some people to cut spending on other goods, from appliances and furniture to electronics and vacations. Gasoline purchases provide less benefit for the U.S. economy because about half of the revenue flows to oil-exporting nations, though U.S. oil companies and gasoline retailers also benefit.

Despite paying more to fill their tanks, consumers remain optimistic about the economy. The Conference Board, a New York-based private research group, said its gauge of consumer confidence held nearly steady in March after reaching its highest level in a year in February.

Gas flare on leaking North Sea platform extinguished

LONDON -- A flare near Total's Elgin drilling platform has gone out, reducing the threat of explosion at a massive gas leak from a North Sea well, the company's chief executive said on Saturday.

"The flare on the Elgin platform was extinguished last night,'' Christophe de Margerie wrote on Total's Twitter account.


A spokesman confirmed the tweet, saying the flame had gone out by itself without technical intervention.???

The flare had been lit as part of Total's response to a gas leak at the Elgin drilling platform off Scotland's east coast, to relieve pressure in the well.

"We received the first indication that the flare may be out at 12:07 (7:07 p.m. ET Thursday) yesterday from our first surveillance of the day," a spokesman told the BBC.

"The news was then reaffirmed at 16:36 (11:36 a.m. ET) following our second flight of the day. We received what we consider final confirmation at 8:20 (3:20 a.m. ET) this morning, when our sea vessels on location reported no further flare activity through the night."

Located about 110 yards away from the rig, it raised fears of a massive explosion were it to ignite the natural gas that has been leaking below the platform for six days.

While Total had dismissed the risk of a blast, one engineering consultant warned that Elgin could become "an explosion waiting to happen''.

Options to extinguish the flare had included dropping water from a helicopter or spraying nitrogen overhead to starve the flame of oxygen. In the end, the flare went out by itself.

The leak, which began on Sunday, is spewing an estimated 200,000 cubic metres of natural gas into the air per day, forming a highly explosive gas cloud around the platform.

It began after pressure rose in a well that had earlier been capped.

French energy company Total says natural gas is still escaping from its Elgin North Sea platform. They are preparing to drill relief wells to help bring the situation under control, but that could take months. NBC's Anne Thompson reports.

A team of international experts is advising on how to plug the leak and Total said on Friday it would drill two relief wells, a process that could take six months and cost up to $3 billion.

Total evacuated its 238 platform workers, and set up a two-mile exclusion zone for safety reasons, with fire-fighting ships on standby.

A senior union official said on Friday that Total had repeatedly assured workers a leak was impossible until just hours before evacuating them.

UC Riverside's Bahram Mobasher has received a NASA grant to compile data from the Hubble Space Telescope

RIVERSIDE, Calif. Bahram Mobasher, a professor of physics and astronomy at the University of California, Riverside, has received a two-year $200,000 grant from NASA to compile into a data bank all the imaging observations of galaxy surveys that the Hubble Space Telescope has performed since 2002, when a powerful imaging instrument, the Advanced Camera for Surveys, was installed on the telescope.

Carried into orbit in 1990, the Hubble Space Telescope still remains in operation, and is one of the world's most famous, popular and productive scientific instruments. Because of its orbit outside the Earth's atmosphere, it is capable of taking extremely sharp images of galaxies in the most distant parts of the universe.

"This is a tremendously exciting data-mining project, a legacy program with a final product enormously useful for astronomers worldwide," Mobasher said.

The Hubble imaging data will be supplemented by observations for the same galaxies in different wavelengths, taken from other ground-based and space-borne observatories.

"Light at each wavelength reveals a different story about a galaxy," Mobasher explained. "By combining the multi-wavelength data, astronomers can measure the physical properties of galaxies and use them to study galaxy formation and evolution."

Given that the multi-waveband data are taken by different telescopes and instruments, astronomers will need to make the data consistent and on the same scale.

"This is a great challenge given the range of the telescopes used to acquire these data," said Peter Capak, a co-investigator on the project from the California Institute of Technology, Pasadena.

The multi-wavelength data bank will be used to measure physical parameters for individual galaxies, including their cosmological velocity, mass, type and the rate with which they form stars.

For use by the astronomical community, Mobasher and his team will provide, via an interface, comprehensive, multi-waveband catalogs and measured physical parameters for all the galaxies detected in the Hubble Space Telescope galaxy surveys.

"Such catalogs are essential for studying the formation and evolution of galaxies, their clustering and for searching for new generation of galaxies," Mobasher said. "The final products from this legacy study will wrap up all the imaging observations performed by the Hubble Space Telescope over the last ten years and provide an outstanding dataset for research for many years to come."

The proposal was selected for funding from a large pool of submitted proposals after a rigorous review by a team of prominent astronomers convened by NASA.

Mobasher, the principal investigator of the grant, will be joined in the research by his student Shoubaneh Hemmati at UC Riverside. Scientists at the Space Telescope Science Institute, Baltimore, Md., and the California Institute of Technology also will collaborate on the project.

Terror victims barred from al-Qaida member's funds

(AP) ? A federal judge has barred victims of the September 2001 terror attacks from claiming money an alleged al-Qaida member invested with a Chicago futures brokerage firm.

U.S. District Court Judge Matthew Kennelly on Tuesday granted a government motion to reject the victims' claims to nearly $7 million.

The U.S. Department of Justice claims Abu al Tayyeb, through an associate, deposited nearly $27 million into an account with R.J. O'Brien & Associates in 2005. But poor investment decisions caused the money to dwindle.

Federal officials froze the assets and are attempting to get the money.

Terror victims claim Tayyeb raised money for al-Qaida and plotted U.S. attacks. Victims' attorney Sean Carte says they might amend their legal argument, adding there are a number of ways to get the money.

Curling to get to the bottom of colorectal cancer : rubber hose

When most people survive cancer, they just want to put the disease and its grueling treatment behind them. Not Deb Imada.

That's because her cancer was in her behind.Handmade oil paintings for sale at museum quality, And now she's made it her mission to put colorectal cancer in the forefront of people's minds.

She's doing that by organizing the second annual Bumspiel for Colorectal Cancer to be held at the Royal City Curling Club on Saturday. The event is a fundraiser for the Colorectal Cancer Association of Canada. But more importantly, Imada hopes it raises awareness about the disease and how to survive it.

Colorectal cancer is the second leading cause of death from cancer in Canadian men and women combined. Those are grim numbers considering the disease is curable 90 per cent of the time if it's caught early.

It's that last part that hangs most people up, says Imada, who lives in Surrey. It's not easy to talk about your backside, and "people are so fearful about getting a colonoscopy."

In fact, cancer was the furthest thing from Imada's mind when she went to her doctor to get checked out for a possible recurrence of the hemorrhoids that had plagued her after he son was born four years earlier. Her family had no history of colorectal cancer, she'd never had a problem with benign polyps, she was active and she was only 43 years old, seven years younger than the primary risk group.

But when her doctor said she felt a lump during her examination, Imada's world turned upside down.

Four months of tests, two surgeons and five days of radiation treatment later the tumour was removed.

"The waiting is the hardest part," says Imada. "The whole time I felt like a ticking time bomb."

But her battle didn't end there. Six months of chemotherapy stretched to eight. She suffered numerous side-effects including painful numbness in her fingers and the bottoms of her feet. She says there were days she was so physically, mentally and emotionally exhausted, she couldn't get out of bed.

Regular screenings to ensure she remained clear of cancer were emotionally agonizing.

"It's like the doctors say, 'we've cured you but the chances of recurrence are highest in the first two years,'" she says. Every colonoscopy or CT scan, she hoped and prayed for a clean report. She'll continue to be screened for the rest of her life. It's like a fellow patient once told her, "We're out of the woods, but we're not yet out of the forest."

During her battle with colorectal cancer, a colleague at work was also diagnosed with the disease and eventually died from it. That's when she made a promise to him, and to herself, to help spread the word about the disease and the importance of early detection through regular screening.

"It makes me mad when someone dies from this because it's so curable.An Air purifier is a device which removes contaminants from the air."
